Victoria's Roadmap Is Here But What Does It Actually Mean For Live Music Venues?

Premier Daniel Andrews and the Victorian State Government revealed the state's 'roadmap' out of lockdown and into recovery amidst the COVID-19 pandemic yesterday but what does that actually mean for live music? Take a look at the restrictions and timelines below.

Entertainment Venues - Metro

When an entertainment or leisure facility hosts an activity which fulfils the definition of a public event, the Restricted Activity Directions allow for organisers to apply for their activity to be considered under the Public Events Framework (PEF).

80% of 16+ with a single dose
Indicative date: 26 September 2021

  • Entertainment venues:
    • Closed
    • Up to five people can attend an entertainment venue to broadcast a performance


70% of 16+ fully vaccinated
Indicative date: 26 October 2021 (subject to Public Health consideration of epidemiology at the time)

  • Entertainment venues:
    • Fully vaccinated: Outdoor only, density quotient of one person per 4 square metres, 50 person cap.

80% of 16+ fully vaccinated
Indicative date: 5 November 2021 (subject to Public Health consideration of epidemiology at the time)

  • Seated indoor and non-seated indoor entertainment venues:
    • Fully vaccinated: Indoors density quotient of one person per 4 square metres and 150 cap per space.

  • Outdoor seated entertainment: 
    • Fully vaccinated: Lesser of 25% or 5000 per venue. Indoor spaces density quotient of one person per 4 square metres and 150 cap.

  • Outdoor non-seated entertainment (for example animal facilities):  
    • Fully vaccinated: 50% capacity, indoor spaces density quotient of one person per 4 square metres, 150 cap.
    • NOTE: It remains unclear if this includes outdoor music events at this stage.

  • Significant venues to be considered for larger crowds.


80% of 12+ fully vaccinated
Indicative date: Two weeks later (subject to Public Health consideration of epidemiology at the time)

  • At this point, the Victorian Roadmap defers to the National COVID-19 Response plan.


Entertainment Venues - Regional


80% of 16+ with a single dose
Indicative date: 26 September 2021

  • Entertainment venues: 
    • 20 per space indoors (e.g. cinemas) - NOTE: it is unclear if this includes music events. 
    • Outdoor seated/non-seated entertainment: cap at 300 people per space or 25% venue capacity, whichever is lesser


70% of 16+ fully vaccinated
Indicative date: 26 October 2021 (subject to Public Health consideration of epidemiology at the time)

  • Fully vaccinated: Indoors 30 cap per space, outdoors density quotient of one person per 2 square metres and 300 cap per space.
    • Unknown vaccination: no change from previous


80% of 16+ fully vaccinated
Indicative date: 5 November 2021 (subject to Public Health consideration of epidemiology at the time)

  • Seated indoor and non-seated indoor entertainment venues:
    • Fully vaccinated: Indoors density quotient of one person per 4 square metres and 150 cap per space.

  • Outdoor seated entertainment:
    • Fully vaccinated: Lesser of 25% or 5000 per venue. Indoor spaces density quotient of one person per 4 square metres and 150 cap.

  • Outdoor non-seated entertainment (for example animal facilities):

The Victorian State Government has responded to calls of concern from industry around the restrictions at a press conference today with ABC reporting that Arts Minister Danny Pearson is set to meet with industry leaders "and talk through all the issues that are important to them". 

Additionally, Premier Andrews has said that, "We are the live music capital of our nation and they're very much front of mind when it comes to opening up".
